This Management Statement and Financial Memorandum (MSFM) has been drawn up by the Department for the Economy, sponsor Department, in consultation with the Labour Relations Agency. The document is based on a model prepared by the Department of Finance (‘DoF').

Do you need assistance to complete the Early Conciliation form?
If you are unable to complete the Early Conciliation notification form online you can:
- contact the Labour Relations Agency on 03300 552 224 and a staff member will take the details over the phone;
- download and complete the form by hand and post it to one of the Labour Relations Agency's offices at:
2-16 Gordon Street, Belfast, BT1 2LG or
3rd Floor, Richmond Chambers, The Diamond, Derry/Londonderry, BT48 6HN; or
- call in to one of our offices where we can provide a private space for you to complete the online form.
Escalating unresolved issues
Some issues in the workplace cannot be resolved informally so it is important that there is a fair and clear escalation process where each side meets their responsibilities. The Labour Relations Agency can offer information, flowcharts and codes of practice to help. We also offer confidential and impartial conciliation, mediation and arbitration services to help parties resolve issues without needing to go to tribunal.
The Agency is a public body with statutory responsibilities so there is no charge for our services.
